Removing it from the tractor is pretty straight forward, no surprises although you may need to do a bit of wigglin' to get it to come free. I am not an expert on governors, but the biggest problem I have seen is that where that spring attaches, the holes get worn egg shaped, and then the spring doesn't have the tension it needs to fully pull the throttle into the wide open position. The next biggest problem area is where the pins go through the weights. Wear occurs on those pins, and then the weights can wobble around a bit. You can probably get the parts needed from Case-IH, but they no longer furnish a complete rebuild package.
You will probably find that the ebay governor is worn out in the same areas.
