400 starting issues

our 400 gas is a tough starter. it only starts on 2 of the throttle notches no matter the weather. they are notch 3 and 4. (4 is better cuz it is a medium idle) the other day when it was about 30F out, it started but someone had it one notch too low and i didnt notice til it already fired, and anytime you touch the throttle the first 5 minutes it's running, it will kill. well it killed after 30 seconds, and wouldnt even start pulling it with another tractor until i bumped the throttle to halfway, but then it would only run at 1/4 throttle after it fired. what the heck is going on? something in the carb or a governor issue. it's still 6v, but if you dont have the throttle on "the spot" (insert all the jokes you want here) jumping it with 12 or pulling it make no difference. once at operating temp it runs strong. -karl f
