Tractor values sure vary, here in central NY a 686 goes for 6500 to 8500, a nice size tractor but the TA doesn't hold back in low. Unhandy on a hill farm or rolling hayfield. But you wont find shiny paint here due to acid rain. Some dealers like to bring tractors in from Ohio, they look sharp but the hour meter is on the second time around. You can check the drawbar for wear, but its cheap and easy to replace a worn drawbar. Its $2400 more than you planned on spending. If someone else snags it out from under you before you can look it over good, let them have it. You said any and all opinions, so there's mine. But I'm a cheapskate anyhow.
