Most modern head gaskets do not have a seal around the water passages. I have had the same trouble when I was restoring antique cars. I followed the instructions to the letter but they seeped anyway. I found out that they left out the phrase "let them cool back down". The sequence should be to torque to spec, run to normal temp, (more than 15 minutes), let cool down to original temp, torque again to same spec. I did this last one a month later after several heat/cool cycles. No more seeping.
