F-20 Variable Speed Governor

I recently purchased a 1937 F-20 and the throttle (governor control)is on the right side,not behind the steering wheel. There is no throttle control rod attached to the lever at the end of the gov. rod support,it"s just hanging loose. I assume this is the variable speed governor set up. Anyone know if anything should be connected to the lever where the throttle control rod once was?
