Super H disk brakes

I been having trouble with our 54 Super H's brakes, they have been getting stuck and look up. For example I could be going along and just about tap the brakes and the whole side will lock up! I have to go in reverse to unlock them. I have a new set of brake disks in them and have had the outside of the brake housing machined down to true again. Do I need to do something with the accuator in the middle of the disks? I really got to get this fixing cause I really hate ripping up the driveway and the grass :( Thanks for the Help Andrew
