You got bad advice on the sealer. If the gasket manufacturer says to use sealer, I would use sealer. But with compression readings that low and one of them half what the other 3 are, I suspect something else is wrong there too. If it has new rings, compression may be somewhat lower until they seat, but it ought to be about the same in all 4 cylinders. Like Toro said, check the valve lash to make sure you don't have valves open. Did you have the valve seats gone over? They may be leaking in that low cylinder.
