farmall A rebuild

I"m rebuilding a 1940 farmall A it came to me in boxes I put together It didn"t run . I made alot of mistakes. 2 nd time I put the head on the gasket from victor said to put a sealer on top I didn"t under some other advice. After tourqing the head twice . I did a compression test got 65 lbs in three cylinders and 35 in one . I spun the valves in that cylinder and it went up to 45lbs . What number should I be looking for on the test . Is the test going to higher after It runs or should I just take off the head put sealer on it . thank you Tom
