another H carb question

I'm having the same problem as BDE , except he didn't say where exactly the gas was coming out at. Mine is coming out the little brass plug on the very bottom of the carb. Just put new kit in and this is the first time i have had gas to it. Is this an overflow? or is there a hole where there is not supposed to be?
