That "plug" should be nothing more than a small disc with a small hole in it, that is "staked" into the bottom of the carb. There should be some sort of filter material behind it. The purpose of this is to serve as a means of escape for the moisture and condensation that develops in the manifold after shutting off the engine. The only way that gas can escape from this hole is if the fuel level was so high that the gas is flowing up and over the main metering stem, which means that either your float level is incorrect, or the needle valve is not holding. Sometimes ya gotta "help" that new needle learn what it is supposed to do by tapping lightly on the top front of the carb while the fuel is turned on. Sometimes it works, sometimes it's back to the drawing board.

What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
