You have to take the cover off to see what you have wrong. Nothing to it except it might be stuck due to never been off. Pry bar will help that. Park brake paw should be held in the up postion with a nut or something under the linkage.Could be the shaft broke in the o-ring slot or rhe half moon key sheared off in the cam. When your in there check the rollers and springs or just put them in new to be safe.
