Those are bolted down to the cast housing, and by now some are starting to deteriorate from rust. Also that tower is supposed to be fastened to top of battery box via two 1/4" bolts. Quite often you see those bolts missing. Those bolt make a big difference, as the battery box creates quite a good brace.

I have on one tractor fabricated a new base for the tower, however that is quite rare.
