Sounds like I am about the closest to him. I am 1 hour north. I have terrible ice on the ground but the warmer temps today melted it off the trees and lines. It got up to about 34 today and the sun was out so that helped. We kept our electricity thank goodness. Walking is the big problem. I drilled 14 deck screws into the cleats of some old hunting boots then clipped the heads off leaving about 3/8 inch stick out, they work great! I dont know what i could do for him. I have a little generator but it is only a 4000 watt Coleman and I dont think the 220 on that would be enough umph to help him with a pump. I am pretty new to the site so I dont really know him although I have seen a few of his posts.
