Rumplstiltskin, you are correct, it is to ensure the tractor did not come off of a farm , with manure, mud,etc stuck to it that could carry infectious disease such as bovine diseases and so on. Having the tractor washed clean makes the crossing much easier although I have heard of tractors being pulled over and requiring a disinfectant spraying before being allowed to enter. This would be rare I think, usually as Hugh stated , if your paper work is in order you will be on your way.
