Hi Joe, I assume 884 over heats in 20 mins without load on engine? So that would eliminate slow timing.
You said you had rad steam cleaned?
Looking thru the filler tube can you see the coolant circulate when the thermostat opens?
Water pump working correctly?
Only suggestion is to try without thermostat.

Don't overheat the engine or the "O" rings will blow out of the bottom of the sleeves and there will be coolant in the crankcase oil.
