What you've got (assuming it's the IH original equipment) is a cross-check valve. It allows fluid flow in BOTH directions, but requires hydaulic pressure (i.e., you have to use the control valve while the engine's running) to move in one of those directions. This is the solution to a leaky control valve (which your 300U has/had, even when new). If operating properly, and hooked up so that the check is on the side which moves your hitch "up", your cross-check valve will hold a loaded hitch up indefinitely (weeks or months), rather than have it slowly lower as fluid leaks back through the control valve. The only drawback is that you have to have the engine running to lower the hitch - simply moving the control valve's handle with the engine "off" won't do it. I guess it probably wouldn't work with a single-acting cylinder either, now that I think about it.
