Let's think about this for a minute. The tractor is 12 volts, so probably a negative ground. Using jumper cables, with negative connected to the starter mounting bolt, and positive connected to the stud on the starter, the starter should immediately begin spinning because you have by-passed the starter button. Connecting a battery charger in the same fashion, and at the same points, would NOT charge the battery, because again, the full circuit has not been made until the starter button is depressed. Make sense?
