12v will start a CUB when its 30 below. #1 you must have bad starter,cables,sparkplugs,connections out of time or something else simple as a 60 cu engine is not that hard for a starter to turn the engine over on 12v. You mite not even have any compression because of bad valves i would first check compression then go from there. Take all the plugs out before running a compression test. We dont care what it reads just are all 4cycls fairly equal then we can progress from there.
