F 12 Timing

I had to change out the mag.I went to the service manual and set the timing where they recomended it. Next I tried to hand crank it, not even a sputter heres my question. I bring the #1 piston on compression up to TDC when I hear the mag snap the piston is down the cyl somewhere between a 1/4 inch 1/2 inch past TDC is this corect. Im a little leary of messing with the timing to much as I dont like broken arms.I would try to pull start it except I live in downtown Phoenix. The trator has steel wheels the ppd would just love that, they have no sence of humor. Thanks for any help
