There are two seals that can be allowing the leak on the front of the clutch housing. If it is really leaking from the release bearing carrier tube then the seal that is leaking is in the carrier sealing on the PTO shaft. Too much play between the support bearing and the carrier can allow a seal to leak. This bearing should be a light press fit into the carrier. This leak will come out right in front of the release bearing but behind the pressure plate cover. Since your leak is dependent on the TA shift position I think the problem is more serious. The oil is leaking out from the high side clutch in the TA. A new seal inside the IPTO shaft may help but is not likely to really stop the leak completely. I seen people put two seals in the shaft but that really does not cure the problem. When a TA is remanufactured a new bushing is pressed into the front carrier housing. Imperfections between this bushing and the housing can cause oil to be sprayed against the seal when the high side clutch is engaged. Quality remanufacturers use a bushing with a flange on the front so if they leak, the oil is diverted 90 degrees away from the seal instead of directly at the seal. This problem usually shows up pretty quickly after a TA is replaced. A more common problem occurs with more hours on the TA. This is the result of wear on the inside of the bushing caused by the steel sealing rings. If the end play on the input shaft in not kept to a minimum the seal rings move back and forth in the bushing causing the wear. There are three seal rings on the shaft. Oil is pressure is applied between the front and middle for the high side clutch and between the middle and rear for the low side clutch. Wear allows the oil to come past the rings. When the high side is engaged, oil leaking past the front ring will be sprayed on the seal. Oil leaking past the middle ring will leak into the low side which is open to the sump. When the low side is engaged the same thing happens except that now oil leaking past the rear ring just returns to the sump and oil leaking past the middle ring now leaks into the high side passage which is now open the the sump and so no pressure is applied againt the front ring. As a result the leak only appears with the TA in high. The oil from this leak will actually be coming out of the front of the IPTO shaft, just ahead of the PPA cover. The first type of leak can be cured with a simple clutch splt and replacing the seal and probably rhe carrier. The second type, which I think is what you have, means it is time for a rebuilt TA assembly.
