The best remedy is to get you a good service manual which will have all the governor adjustments in it. On the bottom of the governor unit there is a cap and lock nut. This is the surge bumper that controls that. It will need to be turned in a little and should cure this. Do not turn it in to much as it will interfere with your low idle speed. Get the book. I&T No IH-8
