I'm not sure what to tell you. I also have an HM-221 cultivator, but mine has all the parts just as your parts book shows. I think some how yours is either missing parts, or somebody at one time threw some extra bundles together from different cultivators and now your left with the mess. I will look through my manuals for the 221. I have two manuals, one is early and the other is late. IH did offer the HM-221 to fit other models. I once saw an HM-221 mounted on a Farmall F-12, and another on a Farmall F-20. But the only real differences were in the mounts, every thing else was the same. Also if you want I can email you pictures of my cultivator. As far as paint the frame is red, and the gangs and shovel assembly should be blue. Mine was repainted red at one time but the original paint is showing through in spots. Good luck, Matt.
