Go to your IH dealer, they used to have a kit to fix an H govenor. If he dowsn't have a kit tell him you want new pins that the weights swing on. Its been a while since I"ve done mine but there is also a washer in there that will wear more on one side that the other. Either get a new washer or turn the old one half away around. Make sure the weights will swing free on the new pins. When I did this on my H it made a big difference.
