Check the linkage first - it's easy and the proceedure is in the owners manual. If you are certain that the linkage is OK and that nothing is binding, the two most likely causes are the spring (a new spring is the only fix) or the weight-pin-carrier assembly. To check the latter, look to be sure that the pins are tight in the carrier (the weights rotate on the pins, the pins do not move in the carrier). If the pins are tight then it's a good bet that the pin holes in the weights are worn into egg shapes. You'll be amazed at what a big affect you get from only a little wear here. You can still get pins and weights from the dealer, but you'll need a used or NOS part if the carrier is worn out. Although if the wear isn't too bad you might have a shop that can bore and bush the carrier.
