No#1 cause is the return fuel line is probably plug or if rubber line as after market replacement line is restricked.

No#2 If that is not the case then you Roosa master pump has a bad flex plate crumbling inside the pump.The crumble pieces float around and plug return back to tank.Shuts the metering valve off.
The pump will have to be removed and recondictioned.
