No#1 cause is the return fuel line is probably plug or if rubber line as after market replacement line is restricked. No#2 If that is not the case then you Roosa master pump has a bad flex plate crumbling inside the pump.The crumble pieces float around and plug return back to tank.Shuts the metering valve off. The pump will have to be removed and recondictioned. Bill
