Most C's and Super C's I have ever been around need no choking. My 49 C will flood and then you have to pull it to start if you mess with the choke. Years ago every time my younger brother would get on it he would pull the choke out, hit the starter and flood it evey time. Then we needed the chain or had to wait an hour or two for it to dry up. There is nothing wrong with your tractor.
