460 Hydraulic Pump Problems

A friend at work needs help.He hays with a 460 Diesel.The hydraulic pump was getting real slow so he put a new hyd pump and PS pump on. It didnt steer good so he put the old PS pump back on.It steers fine now but about after 15 seconds the hyd pump seems to be building up pressure and pulling the motor down.He will move the hyd lever some and its fine for 15 seconds and then does the same thing again. He wants your opinions on this.Thanks.
