Although what he is doing is not farming, call your local county agent and see it your state has a minimum age for kids to operate farm machinery for other farmers on a farm (I think kids working for their parents are exempt in Kansas, not sure). This usually includes a tractor safety course. Then take it from there. I assume you are in a "rural" town, and not a big city -- there the rules probably change.
