Removng International 454 Final Drive

I recently purchased a International 454 diesel at an auction and now trying to fix several problems I have discovered (nothing major to this point). I am trying to remove the final drive by removing the tire and 11 bolts securing it to rear frame. However I am unable to wrestle it loose from the rear frame. Is there something I have missed? Any help will be greatly appreciated.
