I have gotten several different things mentioned to me about Ash quarrantine, but none were from DNR. I just talked to a guy at a sawmill who said he can ship anywhere in indiana, BUT Marion, Hamilton, and Adams county. He said his trucks can't even stop for fuel in Marion county but they can drive through Marion county. He had to get permits to haul it and certain rules apply like all waste wood must be burned immediatly, or chipped smaller than 1.5", Debarked,Kiln dried, and a few others.He makes mulch out of his waste wood. I am in Sullivan county and the wood is in Owen. I have called DNR several times and still have not gotten an answer from them about hauling across county lines. I did find out the fine for an infraction is $1000, per stick whether it is a log or stick of firewood, but it is possible that fine is for commercial operators. The State parks now do have a ban on Ash firewood and it may be on ALL firewood brought in from other countys, not sure on the details on that though.

If you rebuild the motor, you could use hardened seats and valves, and unleaded fuel. But if your old tractor runs good, a simple lead substitute added to the gas is a perfectly reasonable solution.
