The governor ring in the injection pump is what is causing your problem. Time the pump before you pull it. Most diesel pump shops can reasonably either repair it or offer you with an exchange pump ready to go. Most of the time you need to keep the fittings for the inlet and return lines. If you are not sure of what to do then don't be afraid to let someone else do it.
