Have you polrized the generator? May be as simple as that.

Engine still, not running. Just touch a jumper between the BAT and GEN terminals on your regulator. Yu should get a small spark, nothing impressive, and the generator will be polarized. If no spark or no charge showing on the ammeter when you're done, you'll have other problems. Try it and let us know how you made out.
