Farmall A belly mower shoots to the front

Resolved my daughters recently acquired A's fuel problem from last week's posting (sticking fuel needle) and now have one more challenge- I hope. Much of the grass clippings from the mower escape to the front of the deck and fill the radiator. Blades spin clockwise and are installed correctly. There are no baffles in the deck and it has a side discharge opening that maybe half of the clippings make it to. Feller that previously owned this tractor built the belly mower himself. Wonder if the belt pulleys are too small(spin too fast) or he has the wrong type of blades?
