If everthing is working as it should, meaning the carb is clean and properly adjusted, engine is in correct time it very well could be a valve. Pull the valve cover and see if one may be stuck open. You can also run a compression check by pulling the plugs and placing a finger over the hole of each cylinder one at a time, as you crank the engine over to see if it blows your finger out of the hole. May only need the valves adjusted. If you don't have one you need to get an I&T service manual as they will walk you through theese things and give vital specs on your tractor.
