1066 PTO

Been cutting hay, got in tractor this morning to move to another field, turned cutter on and mowed a very small patch befor leaving field ( like a 10 feet section I had missed) Roaded tractor about 2 miles to another field, turned pto on and nothing happened. Took PTO shaft off and PTO will turn ( both 1000 and 540 shafts). I can turn cutter over by hand ( disc Cutter). If you hookup the shaft to the pto it will start and then stop, you can rev engine up and no dice. Fluids are full, power sterring is good, remote hydraculics are working ok. Is it the cluthes in the PTO pump or could it be the screen where fluid is sucked up into the pump? What type of job am I looking at? Thanks
