Harold, I couldn't find the 9004D in my book because it is a W-9 book as opposed to a I-9 book. You will have to wait for the picture because my camera was stolen at a truck stop. Let that be a warning to all. Those scumbags are waiting to pounce on you when you go to pay your bill or get a Coke. Anyway, I bought a new camera on eBay. It will be here the middle of next week. The arms are made of 1" x 2" flat bar. The aft end has two drilled holes that bolt to the pintle receiving casting. The other end, up by the axle, has a heavy pipe section welded to it. It could be easily fabricated. If you think that IH stamped that part, I can try to find the number. I'll bring along a magnifying glass, lights, and sandpaper. The pipe section fits into the standard drawbar bracket that is used on 9's, 650,s and even my 660. Part # is 58622D. It probably has other applications. Perhaps even the I-4.
