IH 444 disc brakes

I have a IH 444 with brake problems. I don"t know much about working on these brakes. I took the brakes apart. I check the disc"s and they seem OK. The spline looks alright. The housing was filled with dirt. I cleaned everything, sprayed some brake cleaner on the disc"s, put anti-seeze on the balls. the springs seem fine. I put the brake back on and nothing. I adjusted the tension, still doesn"t seem to activate the brake. Is there a lining for the brake disc"s? There was no lining when I took them off. Is that what all the dirt inside the housing could have been? Can"t figure why I don"t have any brakes. Anyone have any suggestions what I should do?
