Mike, What you described is most likely indicating the tractor is burning oil. The rings are probably worn allowing oil to get into the combustion chamber, burning along with the gas/air mixture and exiting via the exhaust valves/manifold/muffler right to the topper where it is cool enough to collect on the topper. At a minimum, I'd recommend a further inspection. Parts are readily available and cost will depend on whether you do the overhaul yourself or hire it done. The head can be done at a reliable machine shop where I would have a valve job done. Have them install hardened valve seats to allow you to burn unleaded gas in the future. The rest is do-able yourself if you are handy with mechanical applications and have the tools. If not, then you are looking at what you call a motor job done by someone else. I'd get at least a couple of estimates.//FB
