ALL of those needle and seat sets need to be thoroughly cleaned before installing. Yes, they are brand new, but they ALL seem to have a residue on them left over from the manufacturing process, and this residue becomes rather sticky when it comes in contact with gasoline. Eventually the gasoline will completely wash away the residue, but the best thing to do is to spray the needle and seat liberally with aerosol carb cleaner and then allow to dry before installing. Also, double check that the float is moving freely on the hinge pin. Once the carb is fully assembled, you can turn the carb upside down, and then right side up, and you should be able to listen and hear the float moving. If you can't hear it, something isn't right.
