Low vacuum is not going to be the problem with the fuel system. the regulator should start to open at about 1 1/2 inch of water column. That is less than it takes to sip a drink through a straw.
Too much fuel is more likely to be the problem rather than too little. Try shutting off both valves and then cranking it. If it was flooded, that will clear it. With propane you do not have to worry about fuel wet plugs. When the mixture is correct it will fire, may even run for a few seconds. This may take a while if you were running it on liquid and you have to get the fuel out of the liquid line, Once the flooding is cleared, open the vapor line to start it.
