You have a rotary cutter that has a single spindle if I read it all correct.
Since your blads are straight and sharpened on both sides it shouldnt matter which way it rotates or how the blades are mounted like on ones with a drop blade and just sharpened on one side.
I think the problem may be in the way you have the deck set to mow. The front of the deck should be at least level with the back if not a little lower. Also by having the front lower you arent having to cut the grass over and over at lower depths each time the blades contact the grass.
By having the back of the deck higher the discharge should go out the back and not the front.
