Sounds like you have a good one! I have a late '52 SM, and like it a lot.
Before you go to the trouble of a complete rebuild of the front bolster, check three places for wear that may be part of the front wheel wobble. 1) That little bearing behind the castellated nut is easy to replace and often badly worn. It can allow a lot of wobble. 2) Bad front wheel bearings can cause the shakes, also. Run one front tire at a time up on a block of wood and shake the other one to check for wear. 3) Check the universal joint just above the front of the gas tank. It's another prime suspect, and easy to change.
I'll echo what some others have already told you, be careful if you start messing with those loaded rear tires. Also be advised that removing the water and CaCl from the rears will raise the center of gravity, allowing the tractor to tip more easily.
