It's possible the starter locked up.
However, a number of years ago when I was in the boat repair business, it was a rule of thumb that when an engine was sunk in fresh water, you had 24 hours to get it torn down, cleaned out, reassembled, and running again. Running to get any remaining water cleared out and lubrication wherever it needed to be.
If an engine was sunk in salt water, the time frame narrowed to 6 hours.
