Before you tear your tractor to pieces, check the simple stuff first. If the timing gears were the problem, you would not be getting a spark, let alone a spark that's "on time." The crank gear drives the cam gear, and the cam gear drives the distributor, so if the distributor is turning, the cam is turning.
Sure, there is gas in the tank, but is it getting to the carburetor? If it's getting TO the carburetor, is it getting THROUGH the carburetor?
Have you pulled the oil cup off the air cleaner?
Have you pulled the air hose off the carburetor intake? Does it have good suction when you crank the engine?
You can pull the valve cover off easily. See if the valves are moving.
