Well to eliminate the governor as the culprit, unbolt the carb from the manifold but keep the governor tube hooked up. Then move the throttle lever in different positions and make sure the butterfly in the carburetor is moving also. If the butterfly IS NOT moving, make sure you got the tongue of the govenor throttle shaft into the groove in the carburetor. If that is OK, then look at the ball bearing thruster assembly behind the governor spring. It should slide horizontally but not wiggle. If it wiggles, it is worn.
