Clean the block and the sleeve with something like brake cleaner that leaves no residue. Use LocTite Primer and then LocTite Sleeve Retainer compond between the sleeve and the block. You will not have any problems with those sleeves until you want to remove them. Then you may have to bore them out of the block to remove them.
