Under a no load condition, the tractor PTO will exceed 540 rpm. Also, the governor or the injection pump (depending on gas or diesel) can be altered for more power and more RPM. The only way to know if the RPM is set correctly is to have a working tachometer. I would guess that under no load, the tractor PTO could maybe make around 550 to 580 at wide open throttle under no heavy load. Seeing as you will be using it for something though, you shouldn't have to worry about the no load speed.
