Its NOT the open unloaded output of a genny that counts its what it can maintain when coupled to a load like a battery. If shes charging, the battery voltage should raise from 6.3 volts (just sitting there not running) to 6.5 to around 7 volts at fast running RPM. Similar the lights would glow noticeably brighter from slow idle to fast RPM if shes charging cuz the battery voltage rises. Put your voltmeter on the battery n measure it sitting there then running at fast RPM to see if shes charging. It have a working ammeter?? if so it should show if she's charging or not. If no charge make sure the belt is tight n try n dead ground the gennys Field post to see if she charges then?? If so but NOT otherwise its a wiring or a VR problem or the VR isnt grounded(if a VR) or a light switch problem (if a 2 wire cutout relay system) or the wiring up to the switch or the switch is bad or not grounded.
Not sure if the erattic running is fuel or ignition but Id check the points n the gap n replace if badly burned or pitted but if good n only gray oxide coated try to clean/buff/polish them n try it. Clean n inspect the cap n rotor n look for hairline cracks or carbon traces or moisture. If the plugs are oiled or carboned up or burned REPLACE THEM n try it....
