Make sure you have 12 volts on the "ignition" side of the guage with the key on. Then, like the other fellas said, ground the sending unit's feed line.
If the guage doesn't go to full, you need a guage.
If it does in fact then move over to the full mark, take that sending unit out of the tank and very, very gently bend that little wiper arm with a small lock pick or some such tool so that it will again "wipe" the resistor coil.
90% of the time, the problem is in the tank unit. However, yours kinda sounds like a bad guage or a lack of voltage. They "usually" will flicker at least a small amount when you turn on the key.
