Mike, that is the hole to allow condensation (water) to drain out. There is supposed to be some sort of brass mesh filtering material in there to prevent dirt and dust from getting in. For the way that you will be using your tractor, I would suggest that you just leave that part of it alone. That "washer" can be driven out from inside the carb, but it sometimes can be a real bear to get it to stay put when you put it back in. It won't cause you any problems if you just ignore it.
